Visit the SAGA website (www.smocking.org)and find out if there is a chapter near you and attend a meeting. Any of the members would be willing to help you learn to smock. If there isn't a chapter nearby, you can also buy kits from the SAGA website that are designed to be learning tools.
As to buying a pleater, these are expensive and maybe you want to learn to smock first before making the investment, but you can find them on eBay as well as buy them new from heirloom stores both Internet and bricks & motar. Hope this helps. SAGANews Editor
